Could FIFA's idea of Club World Cup mean a potential new European League?

Today there have been several reports stating that FIFA are ready to invite Liverpool to take part in a new 24-team Club World Cup to be held every four years and launching in 2021.

The tournament would have 12 teams from Europe, with clubs who have won at least three European Cups the first to be invited.
The tournament could earn participants more than £100million, but UEFA and the Premier League are furious with the proposal and will oppose the new competition.
FIFA plan to push ahead for the new tournament regardless, with the first to take place in June 2021. Invitees would include Liverpool, Manchester United, Real Madrid, Barcelona, AC Milan, Bayern Munich, Ajax and Inter Milan. 
Juventus would also be invited on the basis of having won two European Cups and two Intercontinental titles.
This got me thinking. The heavy weights from the proposed competition are all from Europe. Yes there are a few South American teams that are well followed, however most of the talent and money is in Europe. 
So what's stopping UEFA creating its own European Super league? Say, an extension of the current Champions League?
It's something that has been talked about for a while, I just feel with FIFA shouting about their own tournament it could force UEFA's hand into deciding what they really want to do.
The question would be whether it would be instead of, or running in tandem with the current respective domestic leagues?
I'd suggest domestic leagues at the weekend after a midweek European adventure. 
Either way Football is a global sport. The Champions League is a successful brand, one that no doubt develop into something else over the coming years.
